Pillar 04

Community Engagement & Communications

Structured engagement through modern tools.

The Problem

What brings clients to this pillar.

Engaging with communities, members, partners, and stakeholders requires more than good intentions — it requires structured systems that work at scale, move at the pace of Nation governance, and produce results that can be reported on. Most Nations and organizations are managing community engagement through a patchwork of disconnected tools, manual processes, and informal relationships. The result is inconsistent outreach, missed opportunities to capture community input, and communications that do not reach the people they need to reach.

What We Do

How Willow-ICS approaches this work.

Willow-ICS designs and deploys structured community engagement systems — surveys, election campaign management, newsletters, social media strategy, and community engagement platforms — without naming the underlying platforms. The work is about building systems that your team can operate independently, not creating dependency on external contractors. Every engagement system is designed to leave more capability behind than it found.

Situations that suggest this is the right fit.

A community survey is needed to gather input on a major decision and you need it designed, deployed, and analyzed properly.

A First Nation election is approaching and the campaign communications infrastructure is not in place.

Your newsletter and outreach are inconsistent and you need a system that works reliably.

Your social media presence is not serving your community or your organizational goals.

Community members are not receiving timely information about programs, opportunities, or decisions.

You need an annual community impact report that reflects the work your organization has done.

Engagement Structure

How engagements are funded and structured.

Community engagement and communications engagements are typically structured as project-specific or retainer-based engagements. Many are eligible for federal or provincial program funding through Indigenous Services Canada, provincial communications programs, or electoral process support mechanisms. Engagements may also be fee-for-service. Every engagement is scoped individually based on the Nation's or organization's priorities.

Pricing is not published. Engagements are scoped and priced based on the specific need, the funding pathway, and the client's direction. A discovery call is the right place to discuss budget and scope.
